Given the scenario where a person calls claiming their website is down and we host, how do I verify this?

I've actually thought a Bespin utility for this. Jackson could maintain a text file of Blend controlled IPs, and the utility would do a reverse-lookup and tell you (1) if we own it, and (2) what server/environment it sits on.
